Product designer Chris Messina proposed the idea in a tweet that August, suggesting the # symbol as a way to group related tweets around a topic, borrowing loosely from how IRC channels worked. Twitter itself was initially lukewarm on the idea, and didn't turn hashtags into clickable, searchable links until 2009 — by which point users had already made the convention unstoppable on their own.
